Changes to Justified server rules and policies.

When rules are added, removed, or modified, the changes will be documented here.

New Terminology page: RDM, KOS, AOS, NLR, FailRP, propblock and the rest, with the rule each one points at
Building 1.5: every prop in your base must be solid, no no-collided cover and no hiding inside props
Building 7: you own a base by owning the most doors, and a base holds 5 players
Building 8: public bases
Building 9: mega-bases
Building 5.1: a building sign is a text screen with the word building on it
Building 7: your base is removed after you disconnect, on a rank timer from 3 to 15 minutes
Added the minimum entrance width to Key Numbers

Building 1.4: every point on the way into a base must be at least 60 units wide, five cube025x025x025 blocks side by side
