Menus stop resetting, quest board rebuilt

Menus keep your place, and the quest board has four pages instead of ten tabs.
Fixes
- Menus keep your place: Eleven menus, including chat, the quest board, gangs and the marketplace, no longer reset your scroll position, a half-typed message or an open dropdown when something happens elsewhere on the server.
- Marketplace: A listing you're filling in no longer clears when someone else sells something.
- Store: Buying an item no longer throws you back to the top of the grid.
Changes
- Quest board: Now four pages: Board, Chains, Together and Records.
- Back online: The casino, keypad cracking and the Mayor's office are working again.
- Wanted level: Now shown with star icons.
