Cash drops on death again, gang HUD fix

Changes

  • Cash on death: Dying drops a share of your cash. New players and fresh spawns get a grace period, and some jobs and weapons are exempt.

Fixes

  • Gang turf HUD: The district name strip no longer hides behind your level plate.
