Pizza Maker restored, aiming changes, cuffs and inventory fixes

Pizza Maker works again, aiming feels better, and a wide round of fixes.
Aiming
- Crouching is more accurate, and jumping hurts your aim less.
- The reticle is straighter and resizes smoothly.
- Recoil has a small camera kick.
- The M202 has a reload animation.
Jobs
- Pizza Maker: The full workflow is back.
- Pharmacist: Interrupted batches recover.
- Retro Miner: Pickaxe hit animations are back.
- Gangs: The gang menu shows your territory income.
Police and doors
- Cuffs: Work properly again.
- Police tools: Don't count toward the weapon carry limit.
- Government doors: Open for the whole government.
- Keys: Back in the second weapon slot.
Fixes
- Store weapons arrive when you change your equipment.
- Escape in chat no longer opens the pause menu.
- Quick Buy closes when you let go of the key.
- Revoking buddy access drops their physgun hold.
- Standing up from a seat on a moving object no longer teleports you.
- Distant gunfire no longer plays sounds that didn't happen.
- Fixed issues with the Broker, Trashman payouts, scuba gear, the marketplace and inventory tooltips.
